Best International Film Award at the 8th Haryana International Film Festival

The India Book of Records production “Vườn Tình Yêu – Prem Ki Surdhara” has achieved international acclaim by winning the Best International Film Award at the 8th Haryana International Film Festival, held at Kurukshetra University on March 25, 2026 – emerging as a powerful testament to the enduring cultural ties between India and Vietnam.

The prestigious award was presented to Prof. Dr. Chu Bao Que – Honorary Doctor, professor, artist, and Chairman of the Policy and Development Consultative Council of the Vietnam Federation of UNESCO Associations – by Swami Shri Gyananand Ji Maharaj, a revered spiritual guru and founder of the Shri Krishna Kripa Seva Samiti and GIEO GITA.

Dr. Biswaroop Roy Chowdhury, Chief Editor of the India Book of Records, received the Golden Board Award from the United Nations Educational, Scientific and Cultural Organization (UNESCO), presented by Dr. Ta Quang Dong, Deputy Minister of Culture, Sports and Tourism of Vietnam, in Hanoi on October 24, 2025, in recognition of his outstanding contributions to Indo–Vietnam Cultural Heritage Exchange.

1. IBR Heritage Heroes Award for Mr. Trương Quang Hải

The Deputy Director, Department of Culture, Sports and Tourism, Bac Ninh Province Vietnam, Mr. Trương Quang Hải will receive the IBR Heritage Heroes Award on July 23, 2025, at Siri Fort Auditorium, New Delhi. Below is a brief overview of his contributions:

Appointment and Role

On July 2, 2025, at a conference organized by the People’s Committee of Bac Ninh Province, Mr. Trương Quang Hải—former Director of the Department of Culture, Sports and Tourism of Bac Giang Province—was appointed Deputy Director of the Department of Culture, Sports and Tourism of Bac Ninh Province. This appointment is part of the newly formed administrative structure following the provincial merger.

  • In his role as a department-level leader for the 2025–2030 term, Mr. Hải will:
  • Advise on policies and organize cultural, sports, and tourism activities that reflect local identity
  • Promote tourism development post-merger, leveraging the strengths of both Bac Ninh and Bac Giang
  • Propose and implement programs for community culture, event-based social development, heritage preservation, spiritual tourism, sports, and ecotourism.

Notable Achievements

Promoting Cultural Heritage Preservation

As Director of Bac Giang’s Department of Culture, Sports and Tourism (from October 1, 2022), Mr. Hải led initiatives to preserve and enhance the value of nearly 800 traditional festivals and hundreds of historical and cultural relics. During the 2021–2025 period, Bac Giang Province invested over VND 240 billion to restore and protect more than 100 relics.

Supporting Traditional Folk Arts

Mr. Hải oversaw the establishment of 40 active clubs dedicated to Quan họ folk singing, Ca trù, Then singing, and Chầu văn—all recognized by UNESCO as intangible cultural heritage. These efforts extended beyond domestic promotion to include international exchange and dissemination.

Developing Culture-Linked Tourism

He organized the annual “Bac Giang Culture and Tourism Week” (held in 2025 from February 8–13), featuring Zen Buddhist ceremonies, community culture exhibitions, and eco-tourism experiences. A highlight was the Tây Yên Tử spiritual tourism route, which attracted approximately 400,000 visitors.

Mr. Hải also promoted the expansion of community-based tourism in areas such as Sơn Động, Việt Yên, and Lục Ngạn, contributing to increased provincial revenue.

Advancing International Heritage Recognition

He directed the compilation of scientific dossiers for submission to UNESCO, seeking recognition for chèo (Vietnamese traditional opera) and the Yên Tử – Vĩnh Nghiêm – Côn Sơn – Kiếp Bạc relic complex. He also proposed that festivals such as An Châu (Sơn Động) be added to the national list of intangible cultural heritage.

Hosting Academic Conferences

Under Mr. Hải’s leadership, Bac Giang hosted a national scientific conference on the Buddhist cultural space of Tây Yên Tử, featuring experts from the Ministry of Culture, Sports and Tourism and the Vietnam Buddhist Sangha.

The Chairman of the Policy and Development Consultative Council of the Vietnam Federation of UNESCO Associations (VFUA) Prof. Dr. Chu Bao Que will receive the IBR Heritage Honour on July 23, 2025, at Siri Fort Auditorium, New Delhi.

Prof. Dr. Chu Bao Que is a distinguished Vietnamese folk artist renowned for his dedication to preserving and promoting Vietnam’s cultural heritage. With a career deeply rooted in the arts, Prof. Chu has spent much of his life advocating for the safeguarding of traditional Vietnamese culture, particularly through the preservation of folk-art forms that have been passed down through generations.

Born and raised in Vietnam, Prof. Chu’s passion for his country’s cultural heritage ignited in his childhood. From a young age, he became deeply interested in the customs, traditions, and art forms that define the rich history of Vietnam. Over the years, this passion evolved into a lifelong mission: to safeguard, revitalize, and share the profound cultural wealth of his homeland with the world.

His travels have broadened his understanding of cultural exchange, and he has developed a particular connection with India, where he discovered many striking similarities between Indian and Vietnamese traditions. This cross-cultural exploration has helped Prof. Chu deepen his appreciation for both cultures and inspired him to work toward greater cultural collaboration between Vietnam and India. He is especially intrigued by the Cham civilization, a heritage from the 7th century in Vietnam, which holds significant parallels to Indian culture, reflecting shared historical connections.

Prof. Chu’s efforts have led him to promote Indo-Vietnamese cultural heritage globally. His work spans a variety of platforms, from exhibitions to cultural dialogue, and his contributions have been acknowledged internationally. One of the most notable achievements in his recent career is his collaboration with the India Book of Records. Through this partnership, he is helping to bring attention to the shared cultural history between India and Vietnam. The collaboration also led to his involvement as a lead artist in the Bollywood film Vườn Tình Yêu – Prem Ki Surdhara, a project centred on Indo-Vietnamese cultural exchange.
